With child abuse being such a problem, enforcing education programs into the cirriculum in school districts will educate children about the background of child abuse.  And most importantly, what to do if they are ever in a situation like this and who to tell.  By enforcing these programs, children will learn how to react and know that they need to tell someone and they can trust them.
